President, Middle East & Asia
Dean McGrail is currently President of WSP in the Middle East & Asia (MEA), leading one of the largest professional services firms in the region. He was appointed as President of the Middle East in 2021 and brings over 25 years of experience in professional services and consulting in the construction industry. Dean remains actively engaged with key clients as well as a range of external stakeholders while leading exceptional people in a diverse culture. His focus is ensuring WSP lives up to its vision of being the undisputed leader in the industry, working to consistently leverage the full breadth of our services, to deliver impactful results for clients and communities.
He joined WSP in Hong Kong in 2002 to start the Asian Fire & Life Safety team; he then moved to WSP in Shanghai as General Manager before heading to Dubai in 2005. In June 2019, he became the Managing Director – Property & Buildings in the Middle East. Dean holds a Bachelor of Engineering (Hons) degree from Leeds University and is a member of the Institution of Fire Engineers (IFE).
Chief Operating Officer, Middle East & Asia
Anthony has been a dedicated member of WSP for over 25 years since his graduation, spending 11 years in the UK business before transferring to the Middle East in 2010. As a qualified accountant, he has held a number of strategic roles including Middle East Finance Director and UK Commercial Manager. Anthony was later transitioned into Operations and appointed as COO of the Middle East in 2020, making significant contribution to the region’s strategic leadership, operational performance and people leadership.
He also looks after the Louis Berger International business in India and is part of their Executive Leadership Team.
Chief Financial Officer, Middle East & Asia
He has played a key role in implementing financial transformation strategies, fostering sustainable growth, supporting projects across sectors and markets, and driving operational excellence.
Rajdeep joined WSP in 2007 and held various leading financial and commercial roles with the business, before being appointed as CFO for the Middle East in January 2017. Prior to joining WSP, Rajdeep worked as a Mechanical Engineer with Godrej Group in India. He holds a Bachelor of Technology (Hons) degree from YMCA Institute of Engineering, Faridabad, India; Master of Business Administration from SP Jain School of Global Management, Singapore – Dubai; and a Chartered Financial Analyst (CFA), awarded by the CFA Institute in United States.
Client & Strategy Director, Asia
Steve is a Chartered Civil Engineer and has over 30 years’ experience in the construction industry during which he has been deeply involved in many significant transport & infrastructure projects, both in the Middle East and Far East Asia. These include; the Diriyah Gate Development Authority’s Wadi Safar Development in Riyadh, the Kuala Lumpur-Singapore High-Speed Rail, the Qatar Rail Development Programme, the Dubai Metro Purple Line, the Taiwan High-Speed Rail and the MTR Tseung Kwan O Extension in Hong Kong. With his expertise in Design Management and Programme & Project Management, Steve champions WSP’s business growth in the region in this role through the implementation of new technologies and innovation in project delivery for key and strategic clients, while leveraging the firm’s broad technical expertise to enhance current and new service offerings.
Prior to this role, Steve was the Director of Programme & Project Management for WSP’s Transport and Infrastructure market sector in the Middle East.
Head of Legal, Asia
Admitted to practice in Victoria and High Court of Australia, Derek is a proven senior legal counsel with over 15 years of experience in the areas of dispute resolution, insurance corporate and commercial law (including mergers and acquisitions) both within private practice and corporate in-house environments, which enables him to offer high quality, risk-based legal advice on complex and strategic matters with a collaborative and inclusive communication style, focusing on delivering business strategy for organisations whilst building and maintaining trusted relationships with key internal and external stakeholders.
Derek has been served as Golder’s APAC General Counsel since 2017, and subsequently transited to the current role after Golder becoming part of WSP in April 2021 to lead our regional legal team on a wide range of construction, engineering other commercial contracts and agreements and resolving key commercial disputes.
Managing Director, Singapore
Cheryl has more than 30 years of experience as a civil and structural engineer and has been in pivotal roles of several sizeable infrastructure projects, including the Circle Line, Downtown Line, Thomson East coast Line, Jurong Region Line and Cross Island Line. She was the leader of Singapore’s Transport and Infrastructure team before assuming the current role, during which she was responsible for strategic business development, project development and delivery, championing technical excellence, as well as overseeing the expansion of local operations.
Prior to joining WSP in 2018, Cheryl had a successful career with Maunsell (AECOM), Arup and Surbana Jurong. Cheryl is a Fellow of the Institution of Structural Engineers, member of the Hong Kong Institution of Engineers and a registered Professional Engineer in Singapore. She graduated from the National University of Singapore in 1991.
Managing Director, Asian Regions
Throughout his career, Frank has consistently delivered complex projects in the transport, ICT and data centre sectors, earning a distinguished career with proven track records. With a focus on fostering innovation and collaboration, his approach transcends traditional engineering methodologies, emphasising cutting-edge digital solutions to transform the industry and create values for clients. Notably, his dedication to leveraging AI technology for safety and ESG distinguishes the firm in pioneering initiatives and solutions shaping a safer and more sustainable future.
He holds a BSc degree in Mechanical Engineering from the National Taiwan University and an EMBA degree from National Chengchi University.
Managing Director, Malaysia
Joining WSP in 2017 as we restarted the operations of our permanent office in Malaysia, Karthegasen has been playing a vital role in diversifying our service offerings, enhancing our capabilities and building our reputation in the country. In particular, he has been personally involved in a wide range of industrial-related projects, serving renowned clients from different sectors and driving the overall market growth in Malaysia.
Karthegasen has around 25 years of experience as a registered Professional Engineer in Malaysia. He has managed and delivered projects in infrastructure developments, transportation, commercial and residential developments, social infrastructure, townships, industrial, petrochemical and LNG plant, as well as retail sectors in multiple geographies delivering projects in Malaysia, Singapore, Indonesia, Dubai, India, Thailand, UK, Australia and New Zealand.
Managing Director, Thailand
Alongkorn Deewong is the Managing Director for Thailand where he has been instrumental in establishing WSP as one of the premier international engineering consultancies in Thailand. He has 35 years of experience in the transport & infrastructure sectors and joined the Company in 2003, prior to which he had held senior positions at Hyder Consulting, and Christiani & Nielsen.
Alongkorn is a registered Thai Professional Civil Engineer. He attained his B.S. (Civil Engineering) from Adamson University in the Philippines, Master of Science from George Washington University in the United States, and Master of Management from Chulalongkorn University in Thailand.
Managing Director, Korea
Bruce is a professional Civil Engineer with over 20 years of experience specializing in program and construction management of commercial, pharmaceutical and healthcare sector projects in Korea and the USA. Prior to joining WSP, he held senior positions within prominent international corporations including Executive Vice President at EE-Hwa Construction, Vice President at Korean Air and Country Head of Jacobs Korean operations.
Bruce holds a MSc. In Construction Management from the University of Southern California, USA and a B.Eng. in Civil Engineering from Seoul National University of Science and Technology, South Korea.
Head of Power & Energy, Asian Regions
Colin has over 35 years of experience in the power industry covering project management, design, erection, commissioning and O&M of various power generating technologies. Before joining WSP, Colin has been specialising in power plant operations and management within Asian cultures, including Hong Kong, Mainland China, Taiwan, Vietnam and the Philippines, for over 25 years.
Based in our Taiwan office, Colin develops the firm’s power capability in the region and formulates our strategy to deliver a sustainable business and projects that ensures quality delivery, client satisfaction and alignment with WSP’s global vision, leading our effort in accelerating energy transition.
Colin is a Chartered Engineer and member of the Institution of Mechanical Engineers, UK. He holds a Bachelor of Science in Mechanical Engineering from Abertay University Dundee, UK and a Master of Science in Engineering Management from Brunel University London, UK.
Managing Director, Advisory Services, Hong Kong & Mainland China
With over 30 years of design and construction experience specialising in implementing pioneer technologies and solutions in transport-infrastructure systems, healthcare facilities and smart buildings, Alex now oversees our efforts in offering end-to-end integrated advisory services to cross-sector clients, from design, implementation and on to operations and maintenance to data and performance analytics, enabling WSP to deploy the most sought-after solutions for a smarter, more productive and sustainable built environment.
Alex is a Chartered Engineer and attained his degree in Electrical and Electronic Engineering from Manchester Metropolitan University.
Managing Director, Earth & Environment, Hong Kong & Mainland China
Paul leads a strong team of environmental experts to foster our position as a leading global environmental consulting firm through seamless cross-sector collaboration within our Asian business.
Paul has been involved in Environmental Health and Safety (EHS) assessments and remediation projects in Asia for over 25 years, with major projects including site decontamination for Kai Tak Development Area in Hong Kong, conceptual to detailed design of landfills in Asia and EHS assessments/compliance audits throughout Southeast Asia for multinational manufacturing and private equity firms. He has also worked on numerous environmental and social impact assessments on infrastructure projects in Hong Kong. An environmental scientist by profession, Paul was Golder’s Director of EHS Services in Asia before taking the current role in December 2021.

Heading our Project Management | Mission Critical teams since 2017, Eric has collaborated with prestigious clients in the industrial, financial, banking, and telecommunications sectors and offered integrated services with multidisciplinary design and engineering solutions.
Eric is leading our Property and Buildings experts to leverage on our regional setup to better serve our international clients as we expand our offerings to include more value-add services, such as decarbonisation, ESG implementations, and digital innovation and platforms.
